SSIA. Continuous bandwidth monitoring is necessary for adaptive WAN optimizations like choosing more CPU-heavy but less network-demanding compression algorithms, disabling effects and so on.

Assingning to server as it should do most of the work but it might need changes in protocol as well.

There are not that many encoding parameters that could be tuned at run time adaptively. I think the best saving is in video encoding, and it has been implemented in 0.12.3. As long as there is no better and specific ideas, we can close this bug as fixed.
