I think "man pacmd" should either contain the CLI reference documentation or point to another man page that contains the documentation. Currently the pacmd manual page points to the man page for default.pa for details, which I guess is fine. What is not so fine is that "man default.pa" points further to http://pulseaudio.org/wiki/CLI, which is out of date. The wiki page could be updated, but my opinion is that any reference documentation should be shipped with the Pulseaudio source code.

OK, so a man page for "pulse-cli-syntax" is now available. I'll work on getting the man page to replace the wiki page such that things can be kept in sync better in the future.
