In Xwin/Xming mutiwindows mode, while a X window client is being scrolled if 
the cursor is moved out of the window area (i.e. to somewhere else on the 
desktop) and then the mouse button released, the X client window still follows 
mouse movement.

Oh no, not another global :)
This quick and dirty fix may well cure a not of the abnormal behaviour seen by 
many users. Tooltip anomalies may be one?
