Broken tango-icon-theme file

When I download the files from http://tango.freedesktop.org/Tango_Icon_Library#Download, the files I receive are broken, with the following details in my machine

I haven't been successful to getting in contact with any of the admins through email or the sitewranglers mailing list which doesn't seem to be allowing new subscriptions. Changing component in the hope of getting someone interested in fixing the wiki.
