Build Tango-Icon-Theme with librsvg 2.35.2

In librsvg 2.35.2, /usr/bin/rsvg no longer exists.
For a long time already, this had only been a wrapper script around rsvg-convert.

The attached two patches change the build system to use rsvg-convert directly
(patches based on tango-icon-theme-0.8.90.tar.bz2 and tango-icon-theme-extras-0.1.1.tar.bz2)
