Bug detailed description:

When I used avcenc to encode a 1080P file at 2Mbps, the HDR check failed(buffersize<0). 
Reproduce steps:
----------------
1. avcenc 1920 1080 blue_sky_1080p.yuv /tmp/1.264 fb=2000 mode=1
2. use Elecard buffer analyzer to check the HDR for the encoded file

Will you please use the media SDK to encode the h264 and then check whether the HRD can pass?
