I see no koi8-r.enc file in the /usr/X11R6/lib/X11/fonts/encodings
I have the file ready to contribute.

Please add it to the future versions.

That's not a problem.  The libfontenc layer has a number of encodings that it
always knows about, even when there are no encodings files available.  These
include koi8-r.
