Having briefly discussed with our team members on Internet Relay Chat and mailing list [1], we would like to request a http://ocs.freedesktop.org page for our freedesktop specification called "Open Collaboration Services (OCS)". It would be nice, if that page then would be redirected to the http://ocs/freedesktop.org/wiki wikipage.

It would resemble what the successful telepathy project has accomplished. See their solution at the site "http://telepathy.freedesktop.org". It is also redirected to their wikipage. There are other similar examples as well like the freedesktop specification "Get How New Stuff" (http://ghns.freedesktop.org).

We have been working on this Specification and reference implementations for a few years by now. The specification [2] and the mailing list [3] are already hosted by the freedesktop website, and many thanks for those to the freedesktop team.

You already have space on a wiki, and I really don't want to add more wikis, since they usually just end up collecting spams, so I'd rather not do this unless you have a very compelling reason.

Is it possible to have such a construction with limited access to core contributors ? That would make it a bit more "static".

annarchy:/srv/ocs.freedesktop.org now exists and you can write to the www directory, or you could if you had an account.  Please request an account as per the instructions on http://www.freedesktop.org/wiki/AccountRequests .
