My laptop (Lenovo Edge 11) has the Mobility Radeon HD 4200 Series chip (RS880M) 
(windows says it's a HD 4225)

With radeon driver the laptop consumes 20W

Changing the power_profile saves 1W (now 19W):
echo low > /sys/class/drm/card0/device/power_profile

cat /sys/kernel/debug/dri/0/radeon_pm_info
default engine clock: 380000 kHz
current engine clock: 200000 kHz
default memory clock: 400000 kHz

However, using the fglrx driver it consumes only 16W.
=> 3-4W less.

The radeon driver should be as energy efficiently as the fglrx.
