As detailed in https://bugzilla.redhat.com/show_bug.cgi?id=864613, the 0.96 branch appears to shuffle authorization entries, by reversing the list every time a file is read, rather than just once at the end, and also by reading files in directory order rather than sorting them by name first.

Patches are attached to the Red Hat bug.
