I concur, this would make perfect sense in checking tools like rpmlint. I tried to use the .ini parser module of python, but the .include doesn't go well with it, and I am not really happy to have to keep a growing list of all configuration option duplicated in python code. Agreed, I’d love to see systemctl work without systemd running. This would be useful in Debian where we need to run systemd-specific commands on machines which are (not yet) running systemd, e.g. to enable service files after installing them.
