Per default, it seems as if changing the volume in an application sets the global system volume to that level instead of only affecting the respective application. Applications setting their volume on startup will therefore cause the system volume to often "jump" to 100%.

Fix this by uncommenting  flat-volumes = no in /etc/pulse/daemon.conf

This should be the default setting.

Jeff, thank you for the bug report. We keep flat-volumes on by default because we feel that it is the right option for the majority of our users. Of course, for users such as yourself who prefer to disable this behaviour, the configuration option is available.

Applications setting their volume at startup need to be dealt with. If you have a specific list of applications, that would be a good starting point to try to resolve this.
