BASQP1_Sony_C.jsv can't playback correctly when using hardware decoding on IVB. and playback normally on SGB.

mplayer -nosound -fps 1 -va vaapi -vo vaapi /home/AVC_conformance/Base_Ext_Main_profile/BASQP1_Sony_C.jsv

Issue can be reproduced with below 2 clips:

HCAFR4_HHI.264
Sharp_MP_PAFF_2.jvt

The issue is caused by wrong data offset which has been fixed in the master branch. I cherry-picked the commit into the staging branch.
