In Fedora during install Anaconda provides Serbo-Croatian (US) keyboard only which is a non-existant language and there is no Croatian keyboard map.

Anaconda sources layouts from xkb and it is missing here so that is why I came here after suggestion on Fedora bugtracker.

Sorry, the downstream reporter misunderstood my comments. Xkb does provide a Croatian layout, but Fedora's installer is not finding it, for some reason. I am not aware of any Xkb bug here, this can be closed.
