In v197 and earlier, one could set 'DefaultControllers=' in /etc/systemd/system.conf to allow all processes to use the RT scheduler.  This is listed as one of three workarounds in <URL:http://www.freedesktop.org/wiki/Software/systemd/MyServiceCantGetRealtime>.

This, however, was broken in v198 (at least for me).  I've been bisecting, and discovered that if I revert 853b8397acdebdd44777810e560403bae3756859, it works as expected again.

I didn't immediately see why this commit is related, though.

Which commit fixes it?  I'd like to apply it locally until 199 is out.
