Problem description:
Selecting a table for modifying the borders and using the dedicated button has no result 

Steps to reproduce:
1. create a table
2. select the table
3. use the border button and select a border type
4. nothing happens

@Rainer, Florian: you mind to test this using Windows? Seems like a very ugly bug if this is reproducible. I can't using Mac OSX 10.8.3 with LibreOffice 4.0.2.2.

NOT reproducible with attached sample document and server installation of "LibO  4.0.2.2 rc   -  German UI / German Locale  [Build ID: 4c82dcdd6efcd48b1d8bba66bfe1989deee49c3)]"  {tinderbox: @6, pull time  2013-03-26 12:00(?)} on German WIN7 Home Premium (64bit) with newly created own user profile

We are talking about the Border Line Style icon?
Please contribute a similar sample document with your source table and a screenshot showing your result and the button you tried.

the toolbar icon I mean

The attachment shows the border icon I mean. The icon was added to the standard toolbar.
I will try it on an other computer on Monday.

Seems to be a user error, I believe reporter expects that the default table with borders anywhere changes to "border only left" if he clicks the related icon in the picker behind the 'Borders' icon (or similar). But that expectation is wrong, you only can "remove all borders" or "add the clicked one". Steps how to test:

a) insert a default 2x2 table
   > sill be shown with black borders everywhere
b) select all Table
b) Icon 'Borders -> remove all' (top left icon without border)
   > All borders removed from table
c) Click Icon 'Borders -> only left'
   > left table borders appear (may be only visible after unselect table)
d) select all Table
e) Click Icon 'Borders -> only right'
   > left black table border remains, new at the right
f) Click Icon 'Borders -> only top'
   > left and right black table border remain, new at the top
and so on

So reporter can not observe anything, to a table with all borders applied no additional border can be applied.
