If you consider this a bug, then you should change the Status from UNCONFIRMED to NEW ;) Setting NEEDINFO, and changing to enhancement. Since the Start Center has different menu items from other modules of LibO anyway and it is also impossible to have an open document in the Start Center, the best option would be to remove this menu item altogether probably.
