I can confirm that behavior with the attached file (LO 4.0.3.3 - Win7 32bit) Don't know what it's displayed using MSO. Created attachment 79989 [details]

I think the issue is with the conditional formatting used for the cell, which applies the style "ConditionalStyle_1", I have not excel so I don not know how it looks in it, to verify the conditional format for the cell is the same.
