Add ISD-V4

Please add the ISD-V4 tablet to the default xorg rules. Many integrated tablets use it, but the Wacom driver ignores them.

Ubuntu/Mint have such a rule (see attached patch), and on there, they will use the correct driver out-of-the-box.

"ISD-V4" is now recognized by default as of xf86-input-wacom 0.24.0
