This probably isn't a pavucontrol bug, but I can observe the bug in pavucontrol. Steps to reproduce:

1. Start playing something with paplay.

2. Open pavucontrol, open the Output Devices tab.

3. Stop paplay in the middle of the file (so that it stops at a time when there's no silence).

Expected outcome:

The sink volume meter in pavucontrol shows no activity.

Actual outcome:

The sink volume meter jumps up a bit and then goes back to zero, jumps up again etc. It looks like pavucontrol receives some buffer containing a bit of audio over and over again in a loop.

This happens for me too. Stopping or pausing play in spotify. Using XFCE4 as DE, haven't tested in Gnome-shell.
