On the bottom of 69-cd-sensors.rules.in calls are made to deprecated udev tools that no longer exist in recent distributions shipping udev from systemd sources.

This is documented in at least two bugtrackers:

Attached is a patch that is used by Ubuntu to fix this issue. If you still want to support older versions of udev, you might want to add checks for that to configure, the .rules files are generated from .in files anyways, so this shouldn't be a problem.
