metacity supports an option for allowing the user to click on a window without
raising it, specified in the /apps/metacity/general/raise_on_click gconf key. 
This is nice for being able to click on widgets in sloppy focus mode without
raising the window (and raising the window only when clicking on title
bar/window border).  It'd be nice if compiz's gnome-window-decorator supported
something similar.
