This isn't a bug.  I wanted to submit feedback.

I'm just trying to make a bunch of graphs and export them as jpgs so I can paste them elsewhere.  If I wanted to paste it into another Libre Office document that'd be fine and easy.  But I don't, and it's been a tremendous pain in the ass.  I should be able to just select a graph, right click and tell it to export it.  This is a pretty basic and useful function.

Actually, it's a valid enhancement request. And maybe even a bug report, depends on POV.

Currently, the problem is with Writer, Impress and Draw. Calc (since 4.0) already does exactly what you want: if you right-click a chart in it, there is "Export as graphic..." option. So, one may see it as inconsistent behavior, and thus bug rather than RFE.

As you specified Calc as the component, I may suggest you to update to a newer version (>=4.0) to solve your problem.
