systemd-208 
booted on a Gentoo~unstable with Linux-3.10.19 

- with dracut generated initrd 
- without initrd (without I successfuly can boot into graphical.target kdm)
editing my gummiboot cmdline to systemd.unit=graphical.target

then emergency.target doesn't have any keyboard input. Pulling out and in my usb-keyboard shows the system recognises the new usb device but doesn't give me input.

Lack of keyboard input is unlikely to be systemd related, since systemd doesn't actually do anything to enable input devices. Systemd does keyboard mappings, but it seems you have a different problem. I'd venture that you are missing usbhid modules or something like that.
