gst0.10/gst1.0 most AVC cases encoding failed;
gst0.10/gst1.0 all MPEG2 cases encoding failed;
with almost 20 psnr value.

This patch should only impact scaling and CSC on IVB. Is there VPP before encoding in your testing ?

No post processing, we test it with the usual encoding command
