Currently (as in 5.17) MC interprets CANNOT_SET_ENABLED || CANNOT_SET_PRESENCE as if we can't delete the account. I that's unintuitive interpretation of those flags and we should add an explicit one. This is motivated by UOA/GOA use case where the Telepathy account is part of a "bigger" account. If I delete my google telepathy account, that would remove remove from EDS/mails/google-drive/whatever... So I don't think those accounts should be deletable from telepathy stack.
