The rotation when unresponsive is by design, see bug 60609. Originally one should be able to move (and rotate) unresponsive surfaces, but due to bug the move doesn't work anymore. I sent a patch to the list to fix this. The real bug here is that the terminal becomes unresponsive. Can you provide more details on how the terminal becomes unresponsive? Closing this bug since, I did not observe it under below environment. Thanks.
