In Calc 4.2.0.4 on Windows XP (SP3), I create a spreadsheet with two columns and five rows.  Row #4 is blank.  In cells A2 and A3, I enter some text in lower case and in cells B2 and B3 I enter two numbers.

I select cells A2 and A3 and use the "Format/Change case/UPPERCASE" to change the case of the text to upper case.  When I do this, only cell A2 is changed to upper case and cell A3 is not.  Additionally, the ONLY way I can get the text changed to upper case in cell A3 is to manually select the text, itself, and then use the "Format/Change case/UPPERCASE" function.

When I do this in Calc 4.1.3.2 on Ubuntu Linux 13.10, the case of the text in both cells changes as expected.

This seems similar to bug #63432 in Writer:
