What 'stresses'? What is the code (and name) of that symbol?

A letter in word is stressed by mentioning a dot above it (like in "i"). 
Tamil letter                        pronounced as

க without stress                   ka
க் With stress.                       ik
பக்கம் - word.                      pakkam
In the above word பக்கம் the stress (dot above 1st க) is automatically added while typing in tamil99 keyboard layout. It is done correctly in ubuntu 13.10 default Tamil font lohit tamil, only when font is changed to latha (more popular Unicode font) it is displayed as "பகக்கம்" (note the extra க).

பகக்கம் - No such word.
The above saved doc file when opened in msword no Tamil words are displayed in lohit font, when the blank space is selected and font changed 
to latha it displays the word as "பகக்கம்".
Only one word is given here for reference, Tamil language has many such words.

letters typed in Tamil 99 keyboard for the word "பக்கம்" are ப க க ம ஃ.

P.S. The symbol in question is Tamil virama (U+0BCD) and it has nothing to do with stress.

Extra word appearing error is now not appearing (may be due to updating ubuntu now - earlier update done 2 weeks back). Still msword compatibility and default font error exists.

This can be overcome by changing default font to Latha for all options in 
Tools - options - libreoffice writer - basic fonts CTL - Latha for all.

Please make tamil99 typing compatible with all the Tamil fonts.

The document you have attached shows "அம்மா அப்பா பக்கம்" exactly the same way in Latha and Lohit Tamil fonts. It is impossible to deduct what kind of issues you are having from your description.

The Latha, Tamu Maduram and Lohit Tamil fonts works well now for Tamil99 keyboard. Tamil Typing in LO writer using Unicode Tamil Keyboard works well for fonts Arial, Timesnewroman & Lohit Hindi, but the same fonts give wrong display if typed in Tamil99 Keyboard. This can be confirmed by converting the words to the above fonts in the doc file submitted. Hence requesting to make Tamil99 Keyboard typing compatible universally. Tamil99 is the best Tamil typing layout and recommended by Government of Tamilnadu. Many thanks for the interest shown.

P.S : the issue with Latha font conversion does not exist now as reported on 2nd March. Now only requesting to make Tamil99 compatible for all fonts.

The DOC file attached has the phrase "அம்மா அப்பா பக்கம்" three times which looks the same in any font. What 'extra letters' do you mean? Can you post a screenshot?

I request to consider the last three attachments only and proceed from there. Sorry for saying that "extra letter not appears now". Tamil Letters are appearing in Lohit Hindi, if anyone sends the file to others it will show extra letter in most of words to others. Thanks

Well, all the six examples in your second doc file are the same: "அம்மமா அப்பபா பக்ககம்", none is correct.

What is 'tamil unicode' layout? Is it an IME too? When you use normal Tamil keyboard, do you see that behavior?

Libreoffice version used is 4.1.3.2. Are you using upgraded one ? Tamil Unicode is the normal typewriter keyboard layout (modified little bit). Tamil99 keyboard is in use from year 1999. Only first and fourth appear correct in Libreoffice writer installed  (see PNG and PDF for how it appears).

Please install I bus & m17n package and try to type the words in Tamil 99.

 Ubuntu says the computer is up to date.

You could not get the second part of your document with the "Tamil (unicode)" keyboard layout unless you typed them three times yourself. Care to explain?

I typed twice - using Lohit Hindi font, in tamil99 and Tamil unicode. Other fonts are conversions (did not type all lines).  Have tamil99 physical keyboard (only tamil98 layout physical keyboard is available in market) and for Unicode tamil layout used the onboard in Ubuntu 13.10. 

Do you have Lohit Hindi font installed ?

I have a feel that tamil99 compatibility is causing the problem, suspect tamil99 affects the unicode typing as well if selected after typing in tamil99 layout.

If it cannot be rectified please stop Tamil letters appearing in Lohit Hindi (Hindi is a different language) & other non Tamil fonts, so that users will be forced to choose a working Tamil font.

Sorry for the typing mistake. Correct sentence is : Only Tamil 99 physical keyboard is available in the market.
