video playback in xine with vaapi, total scandal

Playing videos in xine with xv or vaapi as video output gives very odd artifacts at bottom of image, same stuff both windowed and fullscreen, total scandal.

xv video output in xine

good thing using "opengl2" as video output works just fine since xv does not

Do you mean vaapi or vdpau?  The radeon driver does not support vaapi.  I suspect vaapi is just falling back to Xv.
