I agree, pactl should have support for this. pavucontrol uses the stream-restore extension API, which pactl could use too. Something to note is that I'm working on a new volume API in Tizen's version of PulseAudio, which potentially supersedes the stream-restore API. Hopefully that will be available upstream too (with pactl support for the new API), but it's uncertain at this point. The fastest way to get this functionality is to write it yourself using the stream-restore API. If nobody offers to do that, feel free to ask in this bug about the progress of upstreaming the new volume API.
