This was fixed in 2.9, but is back again in 2.10.

Please add a test to the build infrastructure to make sure they are not shipped
empty :-).

makelgc.sh checks for the files required to generate langcover.txt and unicover.txt. If they are not present nothing is generated, so we won't forget ever again.
