In all branches, by default kernel setting, PSR feature is disabled by default for PSR supported platforms.

Submit this bug is aims to mark PSR feature current status.

Expected Behavior：
PSR as a POR feature, should be enabled by default, but currently because of the issue, this feature has been disabled.

If want to enable, must add "i915.enable_psr=1" parameter in kernel.
