In all branches, by default kernel setting, FBC feature is disabled by default for FBC supported platforms.

Submit this bug is aims to mark FBC feature current status.

Expected Behavior：
FBC as a POR feature, should be enabled by default, but currently because of the issue, this feature has been disabled.

If want to enable, must add "i915.enable_FBC=1" parameter in kernel.

per Daniel's suggestion, these "disabled" features should be marked as "enhancement"
