The current tap timeout is hard-coded. Make it configurable, mainly for a11y reasons.

Question is should we expose the milliseconds how long or just settings for NORMAL, LONG.

Closing this bug as WORKSFORME for now, mainly to keep the libinput bug list limited to actual bugs we have to fix.

Once we get a real request for this we can re-open it.
