Result of dmesg

When I attempt to reclock my ASUS GeForce GTX650 card, I manage to raise the clock speed of the RAM successfully, but the core clock speed does not change. I have attached my vbios.rom and dmesg results.

do you get errors like

after trying?

but you could try out building nouveau from here:

https://github.com/karolherbst/nouveau.git
branch: stable_reclocking_kepler_v5 (based upon linux 4.6)

this should fix those errors.
