Patch for Meson

The attached patch adds build definitions for the Meson build system.

The tests fail:
meson.build, 'data' test: expected text/x-meson, got text/plain
meson_options.txt, 'data' test: expected text/x-meson, got text/plain

Would be nice if the tests passed. See the HACKING file for instructions.
