If I use both the --libs-only-L and --libs-only-l options, the -L results are not included.  Tested on ubuntu 12.04 and 14.04.

Looks like this was fixed a few years ago in version 0.28: https://bugs.freedesktop.org/show_bug.cgi?id=54388

Ubuntu 14.04's version of pkg-config was based on 0.26, though 15.04's version is based on 0.28.
