DejaVu Sans Italic is currently not a true italic face, but on oblique face. 
This is about characters such as Latin ‘a’ and Cyrillic ‘а,’ ‘г,’ ‘т’ etc. that
do not actually change to their proper italic shape but only get slanted
(contrast Serif normal and Serif Italic).  Is there a reason for not having a
real Sans Italic, or is it just low on the list of priorities?  (Is there a
policy of preserving glyph shape identity with the Bitstream Vera fonts?)

The official name is in fact "DejaVu Sans Oblique", and that name is used where possible. It is true that in user interfaces it usually ends up in the 'italic' slot, but thats just convention.

And yes, there is a policy of preserving the shapes from Vera, so there are no plans I'm aware of to make it a true italic.
