Looks good for the most part. I fixed up a couple minor issues and pushed it to a msvc branch: http://cgit.freedesktop.org/pkg-config/log/?h=msvc.

Could you please update README.win32 and describe how to use the MSVC build?

Just to say, I don't have a MSVC build environment, so I won't be maintaining this unless it's totally obvious what would need changing.
