Which federal regulations? Architetto Francesco Rollandin lives in Italy, which AFAIK is not federative country. I don't think anyone claim this is an official symbol. For flags we usually strive to make them as accurate as possible. BTW, file in question is http://openclipart.org/clipart//signs_and_symbols/nucleare_simbolo_archite_01.svg I am tempted to close this as INVALID... Reporter, feel free to submit a new nuclear symbol with whatever ratio, colors, and other characteristics you think are correct. This is opinion.
