Video playback of file at http://www.users.on.net/~arthur.marsh/2013-07-13-Adelaide-Chamber-Singers-Llangollen-28-3.mp4 using:

vlc
mpv --vo=vdpau --hwdec=vdpau

with mesa-vdpau-drivers installed caused flickering of video using a Radeon HD 5450 (CEDAR) video card

mpv --vo=vdpau 
*without* --hwdec=vdpau played back fine

Confirmed with radeonsi as well.
