Steps to reproduce:

$ wget -O test https://bugs.kde.org/attachment.cgi?id=99239
$ xdg-mime query filetype test 

I get text/html instead of application/zip, with shared-mime-info 1.6.

This looks similar to the issue fixed in #93549
