Currently divided between evdev_tag_touchpad() and twp_want_dwt() and possibly in other places too. Move all the internal/external tagging to one place and leave dwt only with the specialised checks.

Reopening because the systemd commit has been merged now and we need to add the libinput bits to parse the property.
