When building from source on Fedora 24, make failed while attempting to use some redhat libs.  Installing the package redhat-rpm-config resolved the issue.

Error was identical to this one (I realize it's not Mesa but it's the same issue regarding a missing dependency)

Perhaps a dependency check is required if the Linux system is rpm based?
