In a Plasma 5.7 X11 session, in system settings, the following option is exposed:
'disable touch and scroll only' under 'Disable touchpad while typing'.

The option has no effect. Cursor navigation while typing is not possible.

Possibly this option is exposed by the KCM, while not being supported by libinput. In that case, please consider this a feature request.

Bug 96314 is related, but not the same.

Sorry, I'm a bit confused - what feature do you want again?
disable-while-typing can be disabled, but the device properties show it's still enabled on your machine, so whatever you toggled it didn't have an effect.

the option "disable touch and scroll only" doesn't exist in libinput, that's a synaptics leftover. tbh, plasma shouldn't show you this option if it's not hooked up to anything but that's UI issue.
