A sample PDF unreadable via poppler (a page from Archive.org)

Archive.org generates PDFs which have layers. Some are not seen in Okular. I attach a PDF you cannot read in Okular, but it looks fine in any browser plugin or other PDF viewer. Here is the same sample PDF in case the attachment is not ok: https://dl.dropboxusercontent.com/u/58231097/189.pdf

Reproducible: Always

Steps to Reproduce:
1. Download the PDF: https://dl.dropboxusercontent.com/u/58231097/189.pdf
2. Open it in Okular
3. Open it in anything else reading PDFs

Actual Results:  
I cannot read the text layer of the PDF in Okular

Expected Results:  
The text layer should be readable, like in any other PDF viewer.

The bug report was initially posted on KDE Bugzilla, and the following reply was recieved:

Hi,

This looks like a bug in poppler (library for handling PDF). At least, all poppler-based PDF-viewers (qpdfviewer, Evince) do not render it correctly. muPDF shows it as it should.

This document doesn't have any layers that i can see, just three images, what do you mean with "it has layers"?
