Please consider including "Rulemak", a Colemak based Russian phonetic layout.

The layout was originally created in 2008, and after extensive discussion on the Colemak forum, it reached a stable version in January 2016, which should be suitable for inclusion: https://forum.colemak.com/topic/519-rulemak-russian-colemak-layout/

Thanks for including this layout!

I'd like to suggest one more change, namely to add the Russian ruble symbol ₽ (U20bd) on AltGr-8, as in the standard Russian layout.  Patch below.
