Using R9 280X, Xorg display doesn't refresh and stay as the last composition displayed when switching VT.

Journalctl shows warnings: (WW) RADEON(0): flip queue failed in radeon_scanout_flip: No such file or directory.

Bisecting identified culprit as commit 1106b2 Use DRM_MODE_PAGE_FLIP_TARGET_ABSOLUTE/RELATIVE flags when available.
