I'm using the Padoka PPA(unstable one) with Mesa 17.0.

The current Vulkan package is "mesa-vulkan-drivers_13.0.3-1_amd64.deb". When I start Mario Kart Wii with Dolphin I see a black window/screen and then everything freezes, not even Ctrl+Alt+F1 working except the cursor that I can still move in window mode. So the only thing I can do is resetting the machine.

That's very unfortunate because Vulkan may be able to break the chains of OpenGL for this emulator that currently suffers from significantly worse performance than on Windows on my setup.
The issue has also happened with the previous version. I don't have other games to test but I would intuitively expect the same behavior.

I use Devuan Ascii with OpenBox and an RX 480, i7-5820k.

It has turned out that my installation was misconfigured having two versions of the Vulkan driver installed. See https://bugs.freedesktop.org/show_bug.cgi?id=99498

On a fresh installation I get the message: "Failed to load Vulkan library." and after that "Failed to initialize video backend!"

In this case I am not sure anymore whether this is the right place to report the issue.

I realized that libvulkan1 hasn't been installed on the system that's why I got the messages.

Now the entire issue is the same like before - when I launch Mario Kart Wii nothing happens than the system freezing...

Same issue here on RX 470, seems to not depend on the game (or happens on most).

There was some basic debugging done which showed that the command stream doesn't even start to be executed (or the debug code fails to detect it), so it's unclear what's going on.

For me the issue seems to be gone in current mesa git + llvm svn.
